In Breckenridge, Colo., the mountain resort 65 miles southwest of here, children will be treated to an afternoon of water fights by the Fire Department, but the evening fireworks have been called off. The show, which has been offered for 20 years, was canceled once before, in 2002, also because of drought.*Sigh*
